Military convoy rolls through streets of Taipei
A procession of military vehicles traveling at a speed of 70 kilometers per hour rolled through the streets of downtown Taipei at daybreak on Thursday on a drill that focuses on safeguarding the president in the event of military crisis.
The military convoy, which included six V-150 light armored cars and military trucks, departed from an armored battalion under the command of the Military Police Command in Da-Zhi at midnight, heading toward Tayouan, and returned to their base via the Hua-Jiang Bridge at five in the morning.
The "Top Secret" operation named "Fu-an Project" is part of "Wan-chun Project," which is a plan to protect the president of the country in times of crisis.
It was the first time that the government was confirming the existence of the Wan-chun Project, said Director General of the National Bureau Shi Hwei-yow. Shi said his bureau and the armed forces are responsible for safeguarding the presidents possible transfer to the military headquarters in the event of a crisis.
The Fu-an Project is reportedly a Military Police armored battalion drill for evacuating prominent government officials in the event of a war. Military Police Commander of General Lu Tai-sheng confirmed that the drill launched by 239th Armored Battalion under the 202 Headquarters, was practicing how to safeguard the president if he has to be moved to the command station.
The drill was also in line with the theme of the upcoming Han Kuang No. 23 military exercise -- "go all out, put into effect."
In the event of a war, the battalion will also be reorganized as the "Taipei Garrison Force Headquarters," Lu added.
However, Kuomintang Legislator Shuai Hua-ming (帥化民) argued that the drill was aimed at dazzling and misleading people rather implementing a practical military exercise. The former operation executive officer at General Staff Headquarters said the long-distance transport used in the drill is tactically dangerous as it increases the possibility of being attacked.
Although most military headquarters in Tayouan County have geographic advantages in terms of defense and are in convenient locations for communication, the Heng Shan Headquarters located in Da-Zhi, Taipei City is the most ideal location for safeguarding the president, Shuai said. Transporting the president over such a long distance would risk exposing him great dangers such as from a missile attack, he added.
Shuai said since the drill did not make any sense in terms of a military operation, he seriously doubted the motives behind the exercise. He said he suspected that the government was trying to mislead people by creating an illusion that the country is in a dangerous state in order to gain voter support in the upcoming elections.
